Bill: Institutions of Higher Education - Transcripts - Prohibition on Punitive Measures Related to Student Debt

This bill, HB 384, was recently approved by the Governor:

Institutions of Higher Education - Transcripts - Prohibition on Punitive Measures Related to Student Debt

Prohibiting an institution of higher education from refusing to provide a current or former student with a transcript or taking other punitive measures regarding a student's transcript request because the student owes a debt to the institution of higher education. Effective Date(s): July 1, 2023

We are still waiting on how MC will interpret this new law and what the process will be. Once we know I will share with the group. Thanks,

2023 New UMD AP Chart

We wanted to share the link to UMD's new Advanced Placement (AP) exam chart, effective for May 2023 exams: https://www.transfercredit.umd.edu/plc.html#ap.  Credit will now be awarded to scores of "3" or higher on all AP exams, beginning with the May 2023 exams (not retroactive).  The type and number of credits to be awarded are reflected on the chart.

A score of "3" on all exams listed will at least be awarded 3 lower-level elective credits.  A score of "3" on Biology, Physics, Economics, Human Geography, and U.S. Government will be awarded some type of General Education credit (3-4 credits) but no direct course equivalent.  However, a score of "3" on the Italian Language and Culture exam and Music Theory exam will be awarded directly equivalent course credit.  While they weren't previously awarded any credit, now students receive lower-level elective credit for a score of "3" or higher on the Chinese, Japanese, and Computer Science Principles exams.

Best,

Leslie and Yenti

UM's Global Engagement Requirement for all Arts & Humanities Majors

Students transferring to the University of Maryland studying a major within the College of Arts and Humanities
must fulfill a Global Engagement Requirement to finish a bachelor’s degree.

Proficiency in or study of a World Language is required for these degrees:

List of UM College of Arts & Humanities (ARHU) majors with the Global Engagement Requirement

There are three options for students to complete the UM Arts & Humanities (ARHU) Global Engagement Requirement:

  1. Complete a single World Language through a designated level;
  2. study abroad (can only be fulfilled after transfer to UM); or
  3. develop an independent experience arranged after transfer.
[Options 2 & 3 require a demonstrated language proficiency through the elementary level (101 & 102) of a single language.]

List of languages that fulfill the UM ARHU Majors Global Engagement Requirement:  https://arhuserv.umd.edu/sites/default/files/2020-11/ge-fola-option.pdf   This page also describes options for students who have native/heritage proficiency in a language not included on the ARHU Language List.

These Montgomery College World Language courses will complete the Global Engagement requirement:  ASLP 100 & ASLP 110 [UM’s College of Arts & Humanities considers ASLP 110 American Sign Language ASL II as the Intermediate II level needed to complete the Global Engagement requirement]; for other languages, depending on placement, students may need to complete courses of 101 –>102 –>201  to reach the Intermediate II levels of CHIN 202; FREN 202, GERM 202, KORA 202, RUSS 202, SPAN 202 or 203.

In addition to the above languages, students may also finish the elementary level of these languages at MC and then complete remaining levels at UM:  ARAB, ITAL, JAPN, LATN, PORT.

Students with previous World Language knowledge of Chinese, German, Italian, or Russian (high school or native/heritage experience) may take a free Language Placement Test at Montgomery College to determine a placement level. Scroll to “Language Placement Testing” for information:  www.montgomerycollege.edu/academics/programs/world-languages/index.html

  • Not all majors at UM College Park or UM Shady Grove have a Global Engagement requirement; it is specific to the majors within UM’s College of Arts & Humanities (ARHU).
  • Please note that UM does NOT accept CLEP (College Level Examination Program) credit for Languages:  www.transfercredit.umd.edu/plc/CLEPGenEd.pdf
  • UM will accept AP Advanced Placement Test Credit for these languages:  AP French Language & Culture; German Lang & Cult; Italian Lang & Cult, Spanish Lang & Culture.  See the List of all accepted AP Credits:  https://www.transfercredit.umd.edu/plc.html#ap

Questions?  Students can make advising appointments with UM’s Pre-Transfer Advisors at this link:  https://sites.google.com/umd.edu/mc2umd/home or give students a

Where's My Diploma?

Students may be asking, “When will my degree be stamped on my transcript and how do I get my diploma?”

Here’s an answer you can use (compiled from this page about MC Graduation)

To view when your MC Degree has been processed & posted to your Transcript:

Typically, MC degrees are officially posted on transcripts about 3 – 6 weeks after the actual date of graduation.
Final semester grades must first be collected for all graduating students and then Graduation Coordinators on each campus manually run an audit to confirm each graduation, so the process usually is completed by the end of January for a Fall graduation, by the end of June for a Spring graduation, and by the end of September for Summer graduation.

Students are notified by e-mail when the degree has been processed and receive a second e-mail later when diplomas are ready (usually the end of October for Summer graduations, end of August for Spring graduations, and late Feb/early March for Fall graduations.)  Diplomas are mailed to the address on file at MC; please check your account information to make sure your address is correct.

In the meantime, starting in early June for a Spring graduation (or September for a Summer graduation, or January for a Fall graduation), you can view your Unofficial Transcript in MyMC by clicking  on the “Request Transcript” link – then “View Free Unofficial Transcript” – there you can keep watching the top section of your Unofficial Transcript for a “Degree Awarded” date; once you see that, you can safely request to have  an official transcript sent to your next school.

It's possible that you’ll see that your degree has been Awarded even before you receive the official batch e-mail notice that graduations have been processed.

Right now, at the top of your Unofficial Transcript, the Degree Date may be blank:

DEGREES AWARDED

Pending:

Associate of Arts

Degree Date:

DEGREES AWARDED:

Awarded:

Associate of Arts

Degree Date:

May 19,2023

Example:  for a Spring 2023 graduation, once you see that the date of May 19, 2023, appears in the Degree Date: space, that means your degree HAS been processed and it is safe to go ahead and request an official copy to be sent to another institution.

To Request an Official Copy of your MC Transcript to be sent to another college/employer/ or organization:

  • Log in to MyMC.
  • Click the "Request Transcript" icon under Student Tools on your MyMC homepage.
  • Click "Electronic Transcript."
  • Click the "Access the Transcript Ordering Site" link to go to parchment.com. NOTE: If you do not see the "Access the Transcript Ordering Site" link, there may be a problem with your account. Contact us at 240-567-5000 for assistance.
  • Follow the instructions on the Parchment site to complete your transcript request.

This will take you to the Parchment Transcript Service where you will follow directions.  There is a $10.00 fee per transcript request.  Transcripts usually sent electronically within 24 hours of your request and you will get an e-mail confirmation that it has been sent.

If a student is going to a Summer Orientation at a Maryland transfer school like UM or Towson, they can tell the Orientation Advisor that their graduation is still being processed and advisors should know what that means in terms of registering for classes knowing that the student’s MC General Education Program will be completed.

Of course, if a graduation question is more complicated than this, you can refer students to the Graduation Coordinator on their campus.
