MC ESL Placement Reminders - Spring 2026

MC ESL Placement is primarily for students who speak a language other than English at home, and have not spent 10 years in the US education system.  The diversity of our student body sometimes indicates other reasons to choose ESL vs. ENGL placement processes.

  • If a student is referred to the wrong process, ESL or ENGL will refer the student to the correct process.
  • Students should be advised to only complete one placement process for their English classes, ESL or ENGL.  BOTH can place students into ENGL101 (+011) if appropriate.
  • Students can place into ENGL101 or ENGL101+011 based on these exam scores:
    • TOEFL, IELTS, PTE Academic, (soon, Duolingo)
    • ACT, SAT, GED, AP, IB
    • APPE or APPG = 080

If students do not have scores from one of these exams, or one of the alternate placements, demonstrating readiness for college-level English, they need to complete the MC ESL Placement (or ENGL).

  • MC ESL Placement places students into:
    • ENGL101
    • ENGL101+ENGL011
    • ELAP
    • ESL
    • AELG
  • ESL Placement scores do not transfer across institutions, nor does coursework from ESL or EAP program. Coursework from another institution, and internal placements from other institutions, do not constitute placements at MC, and students with ESL coursework from other institutions need to complete MC ESL Placement.
  • Students should be referred to the Course Placement Guides on the MC website, which will lead them interactively through questions about their academic history, and lead them to the appropriate placement process.
  • Once a student places into ELAP, we do not refer them back to the MC ESL Placement process.  We conduct diagnostic testing on the first day of every ELAP class, which can either confirm or change (i.e. advance) a student’s placement.
  • We do not have resources to allow for repeated attempts at the ESL placement process (and repeats within a short period rarely change a person’s placement anyway).  If someone wants to appeal their placement, please remind them of the first-day tests.  Students may redo the placement process after a year, or after completing non-credit ESL coursework.
  • If a student scores above a 90 on the TOEFL, they can advance to ENGL101.  However, TOEFL scores below 90 are not used to determine placement levels.

New MC Course Placement Webpage Launching on Nov. 1

To:                       Counselors, Raptor Central staff, faculty and advisors in the Math, English, ESL, and Chemistry disciplines, General Studies program advisors, ACES advisors, Assessment Center staff

From:                  Prof. Michael Berman on behalf of the CAPDI (College-wide Appropriate Placement and Developmental Issues) Committee

Subject:            New MC Course Placement Webpage Launching on Nov. 1

Date:                   October 22, 2024

As part of a CAPDI (College-wide Appropriate Placement and Developmental Issues) Committee initiative, MC’s “placement webpage” – a key page in MC’s new student onboarding process – will be changing on or about Friday, Nov. 1. This brief memo is to inform you of this forthcoming change, why it’s happening, and what you can do to help.

Raptor Central informed CAPDI last AY that incoming students have found the information on this page to be dense, complex, and often consisting of long, jargony sentences. Consequently, we lose many new/prospective students at this point in the onboarding process. That is, prospective students often do not start or complete course placement processes at MC.

Consequently, the CAPDI Committee has endeavored to rethink this page and has created an interactive, question-by-question tour of MC’s placement processes and of various means of “alternative placement.” As noted, this new page will go live on or about Nov. 1.

To find it, simply type “placement” in the search bar and click on the first option (the “May we recommend” option) after Nov. 1.

Not only is this is a new approach to presenting this information, but we have designed and built this new set of interactive “Course Placement Guides” ourselves. As such, we will be moving forward in an iterative fashion: once the new page launches, we will actively gather feedback over the course of this academic year and will make additional changes and improvements on an ongoing basis. With that in mind, as you work with this page and, more importantly, observe students working with it, we encourage you to send any comments, questions, or suggestions to michael.berman@montgomerycollege.edu.

Kindly forward this memo to members of your team and others in the MC community whom you think would benefit from this information. Thank you.

ESL Guided Placement - Summer/Fall 2023 Update

  • Students should have applied to the college and activated their MC email accounts.

  • Students should only expect to complete this process once (per semester).

  • Students should access the Guided placement process ONLY through the Assessment Center website, for two reasons.

    • We’ve added some new features to this process this spring, and we had to change the link after the process was opened.  I hope that will be the last time, but just in case, please do not provide students with the link outside the Assessment Center webpage.

    • Students who come to us unable to access the link, are often trying to use an outdated link which is closed. The link changes at least once per semester, to allow students to redo the process in subsequent semesters. Again, please send them to the Assessment Center page!

  • When students do the process who are not yet in Starfish, their placements may be delayed.

ALEKS - Remote Placement Process Clarification

Q:  I have been seeing a lot of students who want to retest with the ALEKS. Either due to a low accuplacer score from back in the day or a low ALEKS score (taken once). Most of these have not taken a math course. Are these students allowed to take the ALEKS again or do we have to go with their past score?

Also, what to do with students who placed into WD&CE fast track based off an old score? Can they retest with ALEKS?

A:   They can retake (or take for the first time) but they only get two attempts at ALEKS and we can’t override that.  So if they have taken ALEKS twice they are stuck with their score.

Classic & Next Gen Accuplacer - No Combined Scores for Placement

Per Dean Redmond: Students cannot mix Classic Accuplacer and Next Generation Accuplacer scores for reading and English. Students would need to have both their reading and English scores come from the same test source to count. If they only have one score from each test, they will need to retest for that particular section using Next Generation Accuplacer.

-Example A: Classic Accuplacer: Reading 53; Next Gen Accuplacer: English 238- Student would need to retest in reading using Next Gen Accuplacer. Scores incomplete.
-Example B: Classic Accuplacer: Reading 66; Classic Accuplacer: English 88- Student can use these scores for placement.

Please let me know if you have any questions. Banner is currently programmed to not accept a mix of Classic and Next Gen Accuplacer scores.

GED as a Placement Alternative

MEMORANDUM
TO:                   Dr. Brown and Dr. Rai
SUBJECT:         GED as a Placement Alternative
FROM:             Kimberly B. Kelley
DATE:              May 7, 2018
CC:                   CAPDI Members
In 2017, the English and math subgroups on Assessment and Placement recommended to the Chief Academic Officers of the Maryland Association of Community Colleges (MACC) that the GED be added as a placement option. While the GED has traditionally been known primarily as a high school equivalency test, the new version of the test has been aligned to correspond to the Partnership for Assessment of Readiness for College and Careers (PARCC). At that time, the English subgroup of MACC made this recommendation based on the Language Arts score of the GED as it is the applicable section which corresponds to the verbal/English sections of the ACCUPLACER, SAT, and ACT.  Likewise, the math subgroup made this recommendation based on the Mathematical Reasoning score of the GED and similar correspondence.  Montgomery College’s Assessment Director, who is serving on CAPDI, also recommended that the GED be accepted as an alternative placement tool in the fall, 2017.  CAPDI members reviewed the test, and whether it was being used as our sister institutions in the State of Maryland for placement purposes.
After significant analysis, CAPDI has determined that the GED is an effective alternative method of placement and will provide a pathway for students who begin their academic work in Workforce Development and Continuing Education (WD&CE) to transition to for-credit programs at the College more easily.  Adopting the GED will also help to achieve the goals of the Academic and Student Master Plans to recruit, retain, and graduate more students and create pathways from non-credit to credit programs.  As a result, CAPDI is formally recommending that the GED be implemented as a placement alternative using the following criteria to determine whether a student is college ready:
  1. Students who present with a score of 165 or higher in the Reasoning Through Language Arts Section are eligible to be placed into ENGL 101/A (NOTE: The score range for this section of GED is 100-200).
  2. Students who present with a score of 165 or higher in the Mathematical Reasoning Section are eligible to be placed into MATH 117 or MATH 120 (NOTE: The score range for this section of GED is 100-200).
CAPDI has also learned that the College Board supports this placement alternative and several of our sister institutions currently accept the GED for placement.  Further, in the instances where the GED is used for placement, student success has been equivalent to students who come directly from high school.
Please let me know if you have any questions or need further clarification.  We appreciate your consideration of this request.

Thank you.

Information on Assessment and Placement of Students

MONTGOMERY COLLEGE
Office of the Senior Vice President for Student Affairs
Office of the Senior Vice President for Academic Affairs

May 2, 2017

MEMORANDUM

To:                   The College Community

From:               Dr. Monica R.M. Brown, Senior Vice President for Student Affairs
Dr. Sanjay Rai, Senior Vice President for Academic Affairs

Subject:            Information on Assessment and Placement of Students

In order to promote student success and retention, students need to enroll in courses for which they demonstrate the appropriate academic readiness. This memorandum is a reminder of the College’s procedures regarding assessment and placement of students, including retesting and review of placement. Information on assessment testing may be found at: http://www.montgomerycollege.edu/assessment.

Placement Procedures
Most students are placed into reading, English, and math courses based on their placement test, SAT, ACT, IB, or AP scores, TOEFL, IELTS, or based on coursework completed at another college. In addition, most college-level courses at Montgomery College list assessment levels for reading, English, and math, as appropriate for the courses. For such courses, students must place at the designated assessment level(s) or higher in order to enroll. There is also a chemistry placement test for students who intend to take CHEM 131 Principles of Chemistry I. Students who wish to take CHEM 131 should take the chemistry placement test at one of the campus assessment centers at least one day before they plan to register for CHEM 131. Students who have taken CHEM 099 Introductory Chemistry (and earned a grade of C or better) do not need to take the chemistry placement test. Students who do not pass the chemistry placement test must register for and pass CHEM 099 (grade of C or better) prior to CHEM 131.

New students whose first language is American English or who attended at least 10 years of school (elementary, middle, and high school) in the United States take the English, reading, and math sections of the Accuplacer. Everyone else who is required to be assessed must take the Accuplacer ESL plus writing sample.

Test Results “Shelf Life”
English and reading Accuplacer scores are valid for placement for two years. Math Accuplacer scores are valid for placement for one year. If a student’s request for a retake is approved, the student should be encouraged to review the online information about Accuplacer Test preparation with links to review problems and test-taking tips. This may be found at: http://www.montgomerycollege.edu/Departments/AssessCtr/accuplacer.htm.

Tests Taken at Montgomery County Public Schools (MCPS)
When a student takes the assessment test in a high school, using the MCPS Accuplacer code, only scores that permit enrollment in college-level courses have been sent by MCPS electronically to Montgomery College and entered in Banner. Paper or informal results are not accepted. When a student who has tested at MCPS has both college-level and developmental placement scores, only the college-level scores have been sent to Montgomery College and will appear on SOATEST.  Students who indicate they have MCPS scores that are college ready but are not in Banner SOATEST, should be referred to MCPS.  Note: All Accuplacer attempts that count towards a student’s total MC attempts will be on SOATEST.

Alternative Placement Program (APP)
Instituted in FY17, APP provides an alternative pathway to placing college-capable students in college credit-bearing courses.  MC will place incoming Montgomery County Public Schools students in college courses based on a final semester grade of B or higher in one or more of the courses listed below.  Students who qualify for placement in college credit courses as part of the APP are deemed as “college and career ready” for Maryland State Department of Education reporting purposes.
o   AP Language and Composition
o   Honors English 12
o   Modern World History (including honors level or higher)
o   Algebra 2 (any level)

Retake Procedures
Students who believe that their Accuplacer scores do not reflect their knowledge and skills, based on prior coursework and achievement, should be referred to a counselor or adviser to determine whether or not they meet the criteria for a retake.

If a student has taken the assessment test at a Montgomery College campus or at a high school (using the Academic Initiatives code), this counts as his or her first Accuplacer attempt. These scores will be on SOATEST in Banner with a campus or Academic Initiatives designation. Students in this category may retest at Montgomery College one time only and should not retest sooner than 48 hours after the initial test session.

Students who take the Accuplacer ESL plus writing sample may not retake the test during the same semester. However, during the first week that they are enrolled in an ELAP (formerly AELP) course, students are given a diagnostic test. In some instances, based on their diagnostic test score, they may be permitted to enroll in a higher-level course.

Third Retake Requests
Students who are dissatisfied with their course placements after two Accuplacer attempts may consider requesting a review of placement; the Accuplacer will not be given a third time.

Only a dean of student affairs or his/her designee may approve a third attempt within the placement validity of the test at the dean’s discretion for extraordinary situations. In these situations, the student should present a written request and must provide evidence to the dean that a third attempt is warranted. Comments regarding the reason for approving a third attempt will be entered into Banner by the dean.

Thank you for promoting student success by adhering to our assessment and placement procedures.
