Hi Sanjay and Elena

This is a follow-up from our last CAPDI meeting.  Is there any plan to go back to the 3.0 high school GPA for college-level placement in the fall, or is it remaining at 2.75?

APPG - Spring/Summer 2021 - Guidance from Raptor Central

For MCPS students who meet the requirements for APPG, their scores are automatically sent to us within two weeks of their application and after second semester grades have been posted. If you suspect that a score should have come over and it didn’t, please send us the student’s transcript and we will manually check for APPG eligibility. If it meets the requirement then we will update the student record. We are asking that everyone use our online request form as it assists us in processing documents more efficiently. Here is the link: www.montgomerycollege.edu/rc-request

Stacey

APPG Process - Summer 2020

Hi everyone,

Ernest is correct; we are inundated right now with incoming transcripts. If we have processed a final transcript you will see it noted under the “transcript received” field and if they meet the 2.75 gpa then you will also see the APPG code. If we have processed the request but they did not meet the 2.75 gpa, you see a note in SPACMNT indicating as such.

Right now our turnaround has been 3-5 days. Please note, we are getting some students that say they have sent us transcripts yet we cannot find them in our systems so I am not sure if they are mistakenly sending them to another department. When in doubt, they can resend it to Raptorcentral@montgomerycollege.edu. You are also welcome to email me to check the status.

The first preference is for the students to send their transcripts via Naviance as this is the most official method we have right now. Due to COVID 19, we are being more flexible and rather than requiring a hard copy mailed transcript the student can email us a pdf version. If we have any questions or doubts then we reserve the right to request a mailed copy but it will only be in special circumstances.

I hope this helps. Let me know if I can provide any additional clarifications.

Stacey

Hello All,

Raptor Central is now handling the APPG process. I know they are working feverishly on getting scores in as transcripts are received through Parchment (Naviance from the high school side). Mail is another story given our remote status. I've copied in Stacey Gustavson for an estimate on turnaround times.

Also, please note that seeing the high school name in SOAHSCH is just from the student entering it on the admissions application. If you see a date in the "Transcript Received" field, that means we actually received their final transcript showing their graduation.

We've also recently started receiving APPG scores electronically from MCPS for incoming fall 2020 applicants-I'll reach out to Josh Messite and IT to confirm how often that feed is received.

Added Indication of College-Readiness Beginning Fall 2019

Added Indication of College-Readiness Beginning Fall 2019
Date:
July 10, 2019

In August 2018, the Maryland Association of Community Colleges and the Public-School Superintendents Association of Maryland revised their Memorandum of Understanding to expand the criteria used to determine college-readiness to include high school grade point average (GPA). This change was a recommendation of the Maryland Council of Community College Chief Academic Officers (M4CAOs), who studied the use of high school GPA as an alternative measure of college-readiness with the assistance of a statewide committee. The recommendation aligns with research findings, which demonstrate that high school GPAs are useful predictors of students’ college performance (Belfield and Crosta 2012).  The revised Memorandum of Understanding indicates that in addition to PARCC, SAT, ACT, AP, IB, ACCUPLACER scores, and dual enrollment, Maryland community colleges will accept:

•    The verified, cumulative, unweighted high school GPA of 3.0 or better to signify the college-readiness of the applicant; the GPA will have an expiration date of no less than 5 years, regarding its utility as a metric for college-readiness. As such, the applicant would not have to take the ACCUPLACER exam, or otherwise, be restricted from registering for credit classes.

•    This measure does not apply to grades earned in English as a Second Language (ESL) courses.

•    The use of the recommended 3.0 or higher high school GPA as an alternative measure for college-readiness at all Maryland community colleges will be in place by Fall 2019.

·         This measure applies only to Maryland public high school students beginning with Spring 2019 graduates.

•    A review of the metric will occur within three years of the implementation of the new alternative measure.

It is important to note that from a faculty perspective, these changes will not affect educational practices. This new criterion will appear in Banner in the same way that the Alternative Placement Program information does, permitting registration accordingly.

We would sincerely like to thank the following members of the implementation team who worked diligently to seamlessly integrate this new assessment.

APP Placement - Alternative Placement is not listed in Banner, what should I do?

Counselor Informed Potential APP Students
Counseling and advising is reporting conversations with students who claim to be eligible for APPE or APPM. In the instances where there is no APP code in Banner to confirm the students’ eligibility for APP, the counselor or advising cadre member has been sending a request to Elizabeth Benton, indicating the students’ potential APP eligibility, for confirmation. The process that has been engaged is as follows:
1. Counselor sends email with student name and M# to Elizabeth Benton, indicating student may be eligible for APPE or APPM;
2. Elizabeth Benton compiles list of names and M# from counselors;
3. Elizabeth Benton sends list to Josh Messite each Thursday morning;
4. Josh confirms APP status with MCPS, adding APP score when applicable;
5. Josh replies to Elizabeth Benton with status of the list after confirmation from MCPS

Students on Campus with Transcripts
In the event that a student brings an unofficial transcript to campus for an advising session, the transcript may be used for advising purpose. Students eligible for APPE must have earned a final grade of “B” or higher in AP Language and Composition, Honors English 12 or Modern World History. APPM students must have earned a final grade of “B” or higher in Algebra 2.
1. Counselor or cadre member should advise the student of his/her eligibility for APPE or APPM, based on the transcript;
2. Counselor should place an override into Banner, allowing the student to register for the appropriate course;
3. Counselor adds comment in Banner “Student APP (E or M, as appropriate) eligible via transcript”, indicating that the student presented a copy of the transcript to the counselor for advising purpose;
4. Counselor sends an email with the student’s name and M# to Elizabeth Benton, indicating the course and grade on transcript that qualifies the student for APPE or APPM (crucial for tracking/evaluating the students’ success)
5. Elizabeth Benton will compile list and send to Josh each Thursday morning, indicating which APP code should be added to each student’s record;
6. Josh will add the appropriate APP code to the student’s record.

Lifting WDCE Bridge Hold for APP Process
1. Counselor meets with a student who has a WDCE Bridge Hold on his/her record. Student cannot register for either APPE course (ENGL 101A) or the APPM course (either MATH 110 or MATH 117).
2. Counselor sends request to lift the hold along with the student’s name and M#, APP E or APPM indicator to Deborah Crutchfield in WDCE with a copy to Rodney.
3. Deborah removes the hold and replies to all that the hold has been removed, so the student can register.
4. Rodney send the student’s name and M# to Christine Hunt to add to her list so that the student’s progress can be tracked.
5. Counselor notifies the student that the hold has been lifted and s/he can now register for the appropriate APPE or APPM.

APPG Process

3.0 Implementation Process
  • Until December we will still be receiving APPE and APPM scores and can still use them.
  • Admissions can enter APPE and APPM if courses are on transcript.
  • APPG electronic transfer from MCPS by next fall 2020. In interim, take transcripts from students.
  • Must submit sealed official transcript or Parchment. Students can also pull up transcript and print in front of MC employee and turn into admissions to be used for placement purposes.
  • Will use January/February transcript from senior year, first semester transcript of senior year.
  • MCPS will take out ESL classes once they are able to send us 3.0 electronically.
  • Will be listed as APPG in Banner.
  • Admissions will recalculate GPA by hand for ESL courses. This will be done on the spot at the counter. Ernest can send recalc process to us if we want to see it.
  • Students should tell admissions that they want to use their HS GPA for assessment purposes. Then admissions will enter APPG score in SOATEST. Admissions will not be automatically entering without student asking for it to be entered.
  • MCPS will be communicating the 3.0 with their students. Unsure of how this will be communicated, may be different at different high schools.
  • 3.0 will be in the welcome letter as well from MC under the assessment page.
  • Counselors should not be putting in overrides for classes. Turn in transcript to admissions.
  • The five year time limit begins with graduating class of 2019.
  • APPG is active now for summer and fall 2019.
  • APPG will allow Math 117 and Math 120 and 050 and ENGL 101A registration.
  • MC will not accept homeschool and private school transcripts for this purpose. Maryland public high schools only will qualify for this placement measure.

Communication Plan

  • A collegewide memo will go out from Elena.
  • Usha will be discussing the exemption for ESL courses with ELAP and English.
  • Webpage forthcoming with info on 3.0.
  • Ernest will be sending student process to counseling chairs, and committee.
WDCE Bridge students- Rodney will still be tracking these students. Process will remain the same.

See APPE/APPM memo. Send the name and M-number of the APP student to Deborah Crutchfield, copying Rodney Redmond. Indicate that the student has an APP(E/M/G)80 score. Deborah will remove the hold and place a comment in Banner—“hold removed for APP placement.”
